This mechanism is intended to help students, certificate holders, trainers, partner institutions, media organizations, and the general public submit complaints, reports, or inquiries to IAPC Asia in a clear, specific, and evidence-based manner. The association will conduct preliminary review, fact-checking, communication, coordination, or necessary handling according to the information provided, the nature of the matter, the scope involved, and the degree to which the matter can be verified.
IAPC Asia encourages all users to submit complaints and reports with a rational, honest, specific, and responsible attitude. Any complaint or report should be based on facts and should not be used as a tool for malicious attacks, business competition, personal grievances, dissemination of false information, or damage to another person’s reputation.
1. Purpose of Establishing the Complaints and Reports Mechanism
IAPC Asia has established this mechanism mainly for the following purposes:
1. To maintain the credibility and professional image of the IAPC certification system.
2. To prevent forgery, alteration, impersonation, or improper use of IAPC certificates.
3. To help students verify the authenticity of trainers, courses, or certificate applications.
4. To handle suspected unauthorized use of IAPC names, Logos, or certificate designs.
5. To prevent false enrollment promotion, exaggerated advertising, incorrect labeling, or improper promises.
6. To protect the lawful rights and interests of students, certificate holders, authorized trainers, and partner institutions.
7. To promote proper communication and clarification of disputes among trainers, institutions, and students.
8. To maintain long-term trust in the IAPC Asia official website, brand, system, and cooperation platform.
Through a clear complaints and reports mechanism, the association hopes to establish a more transparent, stable, and responsible professional certification environment.
2. Situations Where Complaints or Reports May Be Submitted
If you discover any of the following situations, you may submit a complaint, report, or inquiry to IAPC Asia:
1. Suspected forgery, alteration, misuse, or private printing of IAPC certificates.
2. Unauthorized use of the IAPC or IAPC Asia name or Logo.
3. Claiming to issue IAPC international certificates without authorization.
4. Impersonating IAPC Asia, IAPC U.S. Headquarters, or an authorized unit of the association for enrollment, fee collection, or promotion.
5. Misrepresenting an individual certificate holder qualification as trainer authorization.
6. Misrepresenting authorization for a single course as authorization for all courses to apply for IAPC certificates.
7. Claiming that IAPC certificates are equivalent to government licenses, academic diplomas, statutory occupational qualifications, or official permits.
8. Course enrollment content clearly differs from the actual course content.
9. Certificate application fees, course fees, refund conditions, or certificate issuance methods are not clearly disclosed.
10. Involvement in exaggerated therapeutic claims, guaranteed results, fear-based marketing, or improper promises.
11. Suspected infringement of IAPC brand assets, certificate designs, website content, course names, or intellectual property rights.
12. Serious concerns regarding violations of professional ethics by authorized trainers, partner institutions, or related parties.
13. Abnormal certificate verification results, mismatched certificate numbers, or suspected unofficial issuance.
14. Other matters that may harm the rights and interests of students, certificate holders, partner institutions, IAPC, or IAPC Asia.

3. Common Types of Complaints
1. Certificate Authenticity and Certificate Information Concerns
If your certificate cannot be verified, if the certificate number does not match the records, if there are questions regarding the name or certification program, or if you suspect that a certificate has been forged, altered, or misused, you may provide IAPC Asia with the certificate image, certificate number, certificate holder’s name, issuance date, and related information for verification.
2. Impersonation of IAPC for Enrollment or Fee Collection
If any individual or institution claims to represent IAPC, IAPC Asia, IAPC U.S. Headquarters, an official branch, examination center, or authorized unit without authorization, and conducts enrollment, collects fees, sells certificates, or promotes externally, please immediately provide the association with related advertisements, conversation records, payment information, or webpage screenshots for verification.
3. Course Authorization and Trainer Qualification Concerns
If students have questions about whether a trainer holds IAPC authorization, whether a course is eligible for IAPC certificate applications, or whether an institution is an official partner, they may inquire with IAPC Asia. The association will assist in confirmation based on available information and authorization records.
4. Improper Enrollment Promotion, Exaggerated Advertising, or Incorrect Labeling
If course copy claims “guaranteed government recognition,” “legal practice worldwide,” “obtain a certificate without attending classes,” “guaranteed income,” “guaranteed therapeutic effects,” or other content that may cause major misunderstanding, you may report it to IAPC Asia. The association will review the matter and take necessary action according to its nature.
5. Course Disputes Between Students and Trainers
If disputes arise between students and trainers regarding course content, fees, certificate applications, refunds, service quality, or other matters, IAPC Asia may, depending on the circumstances, assist in clarifying the parts related to the association’s certification, certificate applications, or authorized scope. If the matter involves consumer disputes, contractual disputes, or legal liability, it should still be handled in accordance with local laws and the relevant competent authorities.
4. Information to Provide When Submitting a Complaint or Report

The more specific, complete, and verifiable the information is, the more helpful it will be for the association’s subsequent handling. If only one-sided statements are provided without supporting evidence, the verification process may be affected or further handling may not be possible.
5. Complaints and Reports Handling Process
After receiving a complaint or report, IAPC Asia will generally handle the matter according to the following process:

6. Fact clarification: Determine whether the matter involves the association’s system, authorization, or brand rights based on available information and statements from the parties.
7. Measures taken: Depending on the circumstances, require correction, removal, supplementation, suspension of services, termination of authorization, or other necessary handling.
8. Response: Within a reasonable scope, respond to the complainant or reporting person regarding the handling direction or verification result.
The actual handling time will depend on the complexity of the matter, completeness of information, number of persons involved, cross-regional communication, and difficulty of verification. The association will handle related matters with a prudent, reasonable, and responsible attitude.
6. Possible Measures That May Be Taken
If verification confirms improper use, violation of guidelines, or harm to rights and interests, IAPC Asia may take one or more of the following measures according to the nature and severity of the matter:
1. Require correction of false or improper information.
2. Require deletion, removal, or cessation of use of related copy, images, Logos, certificate designs, or advertising content.
3. Require cessation of enrollment, fee collection, or promotion under the name of IAPC, IAPC Asia, or related authorization.
4. Suspend acceptance of related certificate applications or subsequent services.
5. Suspend, restrict, or terminate trainer authorization, course authorization, or cooperation qualification.
6. Revoke or cancel related certificates, membership qualifications, or authorization status.
7. Issue official statements or public clarifications when necessary.
8. Notify relevant platforms, websites, or social media to handle infringing content.
9. In cases involving forgery, impersonation, fraud, infringement, or other major unlawful conduct, reserve the right to pursue civil, criminal, and other legal responsibilities in accordance with the law.
The association will handle matters according to the principle of proportionality, and different matters may be handled in different ways. If a matter involves contractual disputes, consumer disputes, or legal liability between parties, the association may recommend that the parties proceed through local legal channels or relevant competent authority mechanisms.
7. Matters IAPC Asia Can Handle and Matters Not Suitable for Direct Handling
To avoid misunderstanding, IAPC Asia mainly handles matters related to the association’s certification system, certificate information, authorization status, brand use, course certification, membership services, and use of the IAPC name.
Matters that IAPC Asia may assist in handling or verifying include:
1. Verification of IAPC certificate authenticity.
2. Concerns regarding certificate information and certificate numbers.
3. Whether a trainer holds IAPC authorization.
4. Whether a course is an IAPC authorized course.
5. Whether there is impersonation of the IAPC name.
6. Whether there is unauthorized use of the IAPC Logo or certificate design.
7. Whether there are improper claims regarding the nature of IAPC certificates.
8. Whether the association’s Brand Usage Guidelines or Professional Ethics and Code of Conduct have been violated.
Matters that are not suitable for IAPC Asia to directly determine include:
1. Private debts or monetary disputes unrelated to the association.
2. General consumer disputes involving non-IAPC courses.
3. Personal grievances, personal attacks, or defamation disputes between parties.
4. Legal liabilities that need to be determined by courts, competent authorities, consumer protection agencies, or professional arbitration bodies.
5. Anonymous accusations without specific facts, supporting evidence, or verifiable information.
6. Matters not directly related to IAPC, IAPC Asia, IAPC certificates, authorized courses, or brand use.
If a matter involves a legal dispute, the relevant parties are advised to seek professional legal advice or consult the relevant competent authority in their location.
8. Anonymous Reports
IAPC Asia understands that some reporting persons may not wish to disclose their identity due to safety, work relationships, or other considerations. The association may accept anonymous reports. However, if an anonymous report lacks concrete evidence, no contact method is provided for supplementary information, or the content cannot be verified, this may affect the handling outcome.
If the reporting person is willing to provide contact information, the association will protect their personal information within a reasonable scope and use it only for event verification and necessary contact. Complainants and reporting persons should also respect the privacy of others and must not arbitrarily disclose another person’s personal data, certificate information, conversation content, or unverified accusations, so as to avoid possible legal liability.
10. Avoiding Malicious Reports and False Accusations
The complaints and reports mechanism is designed to maintain the professional system and lawful rights and interests. It should not be used for malicious attacks, competitive smear campaigns, emotional retaliation, or dissemination of false information.
If a complaint or report clearly involves fabricated facts, malicious defamation, impersonated reporting, repeated harassment, intentional misleading, or abuse of this mechanism, IAPC Asia may decline to accept it, stop responding, and reserve the right to protect the rights and interests of the association and relevant parties in accordance with the law.

The association is not a court, government authority, consumer protection agency, or legal arbitration body, and cannot replace judicial procedures or decisions made by competent authorities.
If a matter involves contract performance, monetary damages, consumer disputes, civil liability, criminal liability, reputational damage, intellectual property disputes, or other legal issues, the relevant parties should proceed according to local laws and seek assistance from competent authorities, legal professionals, or judicial channels.
The association will assist within a reasonable scope in clarifying matters related to IAPC certification, certificates, authorization, branding, and related services, and will continue to maintain the credibility of the IAPC certification system and the rights and interests of all lawful users.
